The state’s public middle schools currently offer limited exposure to renewable-energy trades, with only 11 districts reporting solar or wind curricula aligned to industry certifications. This operations gap is most pronounced outside the Wasatch Front, where school districts rely on regional career centers that operate at 94 percent capacity.
The funding requires applicants to secure letters of commitment from licensed electrical contractors and local community colleges that can deliver North American Board of Certified Energy Practitioners entry-level exam preparation. Districts must demonstrate available lab space meeting square-footage and electrical-load specifications established by the Utah State Board of Education career and technical education division.
Utah’s concentrated population along the Wasatch Front versus sparse settlement in the rest of the state requires operational plans that either expand mobile training units or transport students to fixed sites without exceeding district busing hour limits. Proposals include detailed schedules accounting for snow-day calendars and irrigation-season demands on student availability in agricultural communities.
Reviewers examine whether budgets align with the state’s prevailing wage rates for certified instructors and whether equipment purchases comply with Utah’s cooperative purchasing agreements. Continuation requires submission of certification exam pass rates and post-program enrollment counts into Utah’s secondary-to-postsecondary data system.
