The former group contends with waitlists at Salt Lake Community College's energy-efficiency certificate programs, while the latter group encounters limited public transit options that increase the cost of attending training held outside their county.

Applications must present a participant-recruitment plan that prioritizes individuals whose most recent employment was in carbon-intensive sectors such as coal or oil extraction. The plan must include outreach through the state's Dislocated Worker program and evidence that training schedules accommodate shift workers employed at remaining fossil-fuel facilities.

Operational budgets are required to itemize costs for industry-recognized credentials issued by the North American Board of Certified Energy Practitioners or equivalent bodies accepted by Utah's Division of Occupational and Professional Licensing.
