Grant Overview
Utah maintains 11 indoor ice facilities, yet 63 percent of registered youth players reside inside Salt Lake County. Capacity_first evaluation starts with the concentration of certified coaches and available ice hours relative to the remaining six regions that contain only four rinks total. The state lists 3,400 youth participants, with leadership development currently limited to two annual clinics serving fewer than 180 athletes.
Infrastructure constraints include high demand for weekend ice from junior hockey teams that contract for 60 percent of available hours at the seven northern rinks. Youth leadership retreats must therefore secure mid-week blocks or partner with the three southern facilities in St. George and Cedar City that report lower utilization.
Readiness requirements include letters from each participating association confirming release of at least one staff member holding current SafeSport certification for every ten athletes attending. Retreat curricula must document daily schedules showing a minimum of four hours allocated to non-ice activities focused on communication and decision-making.
Utah differs from Colorado because its southern rinks operate at elevations below 3,000 feet with different ice maintenance requirements and lower annual humidity, allowing consistent scheduling that higher-elevation venues cannot match.
