Utah’s 29 counties range from Salt Lake County, population 1.2 million, to counties under 2,000 residents. Only four counties contain hospitals with more than 50 beds; the remaining 25 rely on critical-access facilities or out-of-state referral networks. County health-department staffing averages 1.4 full-time-equivalent public-health nurses per 10,000 residents outside the Wasatch Front, compared with 4.2 inside the four largest counties.
Capacity Gaps for Utah Wellness Projects
Statewide data from the Utah Department of Health show obesity rates in the seven southeastern counties exceed 38 percent, yet those counties possess no YMCA facilities, no county-funded recreation centers, and no local dietitian workforce. Broadband-dependent telehealth options remain unavailable in 22 percent of households in those counties according to 2023 state mapping.
Utah Readiness Requirements
Applicants must be Utah-registered nonprofits, local health departments, or federally qualified health centers. Proposals require a signed letter from the county commission of each participating county confirming that the applicant may use county facilities at no charge or at documented cost. Budgets must separate personnel costs from equipment costs because Utah state auditors apply different match requirements to each category under the Utah Procurement Code.
What Distinguishes Utah from Neighboring States
Unlike Colorado or Idaho applications, Utah requires demonstration that proposed wellness curricula align with the state’s statutorily defined health-education standards and receive pre-approval from the Utah State Board of Education when delivered inside public schools. This pre-approval step adds a minimum 60-day window and must be completed before any funds are disbursed.
