Grant Overview
Utah’s water conservation targets, set by the 2021 legislative session, require municipal providers to reduce per-capita use 15 percent by 2030. Many small community districts in the Wasatch Back and rural Iron County lack metering infrastructure finer than the neighborhood level, preventing targeted leak detection or tiered-rate implementation. Capital budgets for these districts average under $180,000 annually, insufficient for ultrasonic meter retrofits that cost $420 per connection.
Cost constraints are compounded by the state’s rapid population growth along the Wasatch Front, which increases demand on aging transmission lines originally sized for agricultural delivery. Districts must now allocate scarce dollars between source protection and end-user education, leaving little margin for technology upgrades that would support conservation compliance.
