Utah’s chronic-pain prevalence is elevated in both its Wasatch Front urban corridor and its sparsely populated eastern energy-producing counties. Researchers must show prior analysis of Utah Department of Health Behavioral Risk Factor Surveillance System data specific to pain-related disability days.
Rural-urban first eligibility requires documented partnerships with at least one Wasatch Front health system and one frontier county public health district. Applications must include a dual-track implementation schedule that delivers identical workshop content through in-person sessions in Salt Lake County and telehealth platforms in counties with fewer than 10 residents per square mile.
Salary allocation rules limit principal-investigator support to 45 percent, directing the balance toward community facilitator stipends calibrated to Utah’s prevailing wage rates for certified medical assistants. Data-collection protocols must incorporate the state’s existing all-payer claims database to track opioid prescription changes.
Utah’s requirement that all community-based pain-management curricula receive endorsement from both the Utah Medical Association and the Navajo Nation Utah Commission distinguishes it from neighboring states whose review processes do not include tribal health commission sign-off.
