The resulting capacity gap affects local load-serving entities’ ability to meet the state’s 2030 clean energy target without external technical assistance.
Rural-urban first review panels require explicit mapping of proposed projects to the service territories of the six rural electric cooperatives, with load data drawn from the Utah Public Service Commission docket library. Sections must demonstrate that volunteer engineers hold current Professional Engineer licensure in Utah or hold equivalent credentials recognized by the Utah Division of Occupational and Professional Licensing.
