The Utah Department of Public Safety reported 3,400 missing person reports in 2023, 41 percent originating outside the Salt Lake-Ogden-Provo corridor. Court data indicate average waits of 11 days for emergency safety evaluations in counties east of the Wasatch Range.
The state’s economy relies on tourism and technology clusters, producing seasonal workforce fluctuations that affect application timing. Seven counties contain fewer than 5,000 residents, and four lack any resident licensed investigator. Road networks include 45,000 miles of primarily two-lane highways, with seasonal closures affecting access to the Uinta Basin and southern desert regions.
The grant mandates that applicants provide current Utah Division of Occupational and Professional Licensing credentials and a coverage map confirming response capability to any county within 72 hours. Documentation must also include a risk compliance statement addressing proximity to federal lands managed by the Bureau of Land Management, where jurisdictional overlaps occur.
Utah differs from Colorado because its combination of large federal land holdings and concentrated urban population along a single north-south corridor requires explicit statements on federal-state coordination procedures. Applications omitting these statements are returned for supplementation.
Reimbursement uses Utah State Finance form SF-42 at $170 per investigator hour and $230 per attorney hour, capped at 21 hours. Payments require GPS-verified service logs and county-level acceptance signatures submitted within 25 days of case closure.
