Out-of-state vendors may serve as subcontractors only if they maintain a Utah-registered agent and agree to data residency within U.S. servers located in Utah or Nevada. Reviewers verify these conditions through the Utah Department of Commerce business search prior to scoring.
Application Requirements and Realities in Utah
Proposals must include a letter from the district technology director confirming that the proposed resource will pass the Utah Education Network’s firewall rules and integrate with existing grade-book APIs. Budgets are required to list line items for accessibility audits under Web Content Accessibility Guidelines 2.1 AA; failure to complete the audit before the mid-project report results in withholding of the second disbursement.
Fit Assessment Within Utah’s Educational Infrastructure
Projects that target the 29 school districts classified as rural by the Utah State Board of Education receive an automatic 10-point preference in scoring. These districts must nevertheless demonstrate that participating students have access to devices meeting the state’s minimum specification of a 2020 or newer Chromebook or equivalent.
Utah’s data-residency mandate distinguishes its process from Colorado’s, which permits cloud storage in any FedRAMP-authorized region without additional geographic restriction.
