Infrastructure limitations center on inconsistent three-phase power in remote housing clusters, which restricts continuous operation of desktop computers and scanners. Demographic data indicate 62 percent of reservation youth aged 14-18 live in households without home internet sufficient for cloud-based portfolio storage. These constraints require programs to center equipment loans and offline editing workflows rather than online platforms.
Readiness requirements include written commitments from at least one of the three tribal colleges for equipment storage and a documented maintenance plan covering harsh winter conditions that affect camera function. Unlike Arizona programs, Utah requires proof that all exhibition venues are located inside the state and that display agreements specify insurance coverage under tribal rather than county jurisdiction.
