Grant Overview
Utah's youth literary program funding addresses measured differences in creative writing instruction access between the Wasatch Front urban corridor and the state's seven rural counties with populations under 20,000. Salt Lake and Utah counties host 82 percent of after-school writing programs, while rural counties average 0.4 programs per 10,000 residents.
This urban-rural split correlates with broadband subscription rates: 94 percent in Davis County versus 61 percent in San Juan County. Proposed projects must therefore specify delivery methods that function without consistent high-speed internet.
Applications require district-level data from the Utah State Board of Education showing current creative writing elective enrollment and projected increases from the grant. Review weights proposals higher when they include paper-based or radio-broadcast components suitable for low-connectivity areas.
Utah's framework differs from Colorado's by mandating coordination with the state's 15 public libraries located outside metropolitan statistical areas and submission of library director endorsements. Projects cannot rely solely on Salt Lake City institutional partners.
Budget justification must separate urban and rural line items, with at least 55 percent of direct program costs allocated to counties east of the Wasatch Range or west of the Great Salt Lake. Quarterly compliance reviews verify expenditure alignment with these geographic allocations.
