Utah Community Solar Workforce Requirements
Utah conditions community solar funding on demonstrated local workforce capacity rather than installed capacity alone. The state’s 2023 solar installer licensing data list 1,240 active residential and commercial certifications, yet only 87 of those are held by contractors based in counties with median household incomes below 80 percent of the state median. This concentration creates measurable gaps in low-income service delivery.
Infrastructure constraints center on interconnection timelines and substation capacity. Rocky Mountain Power’s 2024 hosting capacity map shows that 62 percent of substations in the Wasatch Front already operate above 80 percent of rated capacity during peak summer load. Projects located in these constrained zones must submit a completed interconnection study performed by the utility before the application deadline.
Workforce readiness documentation requires letters from at least two Utah-licensed electrical contractors confirming they will assign journey-level electricians holding current Utah apprenticeship completion certificates. Each letter must specify the number of labor hours allocated to the project and the percentage of those hours performed by residents of the target low-income census tracts. Training plans must also include a minimum 40-hour photovoltaic installation module accredited by the North American Board of Certified Energy Practitioners.
Unlike solar programs in Colorado or Nevada, Utah reviewers require explicit verification that all inverters carry UL 1741-SB certification and that the system will export power under the state’s net billing tariff rather than net metering, a distinction that affects long-term revenue modeling for income-qualified subscriber contracts.
