Utah allocates scholarship funding according to a rural-urban split that directs 40 percent of awards to seniors from the six Wasatch Front counties and 60 percent to the remaining 23 counties. This distribution reflects the state's population concentration where 2.4 million residents live along a 120-mile urban corridor while 800,000 residents are spread across frontier counties averaging 3.2 persons per square mile.
Applicants from rural counties receive priority when they commit to workforce training placements with one of Utah's 12 consolidated dispatch centers or the Utah Highway Patrol's seven rural districts. Urban applicants must instead complete placements with Salt Lake City or Provo agencies that maintain joint task forces with federal partners. Both tracks require submission of a workforce placement agreement signed by the hosting agency before funds are disbursed.
Awards average $4,800 annually and are administered through the Utah System of Higher Education with annual reporting on placement location and agency type. Utah maintains a dedicated data dashboard that publishes county-level hiring outcomes six months after each graduation cycle.
Utah differs from Nevada and Colorado by conditioning half the awards on acceptance into degree programs that include a required course on Utah's consolidated public safety answering point system, reflecting the state's specific operational structure for 911 operations.
