Utah's Workforce Constraints for Mental Health Peer Support
Utah contains 29 counties where 62 percent of licensed mental health providers are concentrated in Salt Lake, Utah, and Davis counties. The remaining rural counties average 1.1 licensed clinicians per 10,000 residents. Peer support specialist certification through the Utah Division of Substance Abuse and Mental Health requires 40 hours of training plus 500 supervised hours, yet only three approved training sites exist outside the Wasatch Front.
Individuals in counties such as San Juan, Emery, and Piute face wait times for certified peer support averaging 11 weeks. Utah Department of Health and Human Services data indicate suicide rates in these counties run 2.3 times the state average.
Nonprofit applicants must hold current contracts with Utah Medicaid as peer support providers and demonstrate capacity to place certified specialists in counties with populations under 20,000. Applications require submission of retention data for peer support staff over the prior 24 months.
Unlike Colorado or Idaho applications, Utah requires proof that training curricula align with the state's specific Medicaid peer support billing codes and that supervision will be provided by clinicians holding Utah licenses. Budgets must reflect the state's rural travel reimbursement rate of $0.67 per mile.
Workforce constraints include limited access to continuing education. Proposals must include plans for virtual supervision platforms approved by the Utah Division of Occupational and Professional Licensing and demonstrate recruitment from the state's existing certified peer support workforce of approximately 1,400 individuals.
