These counties also contain extensive areas managed by the Bureau of Land Management, triggering additional permitting for vehicle-based medical services.
Workforce constraints are amplified by the concentration of specialists in the Wasatch Front, leaving the Uinta Basin and southeast desert regions with primary-care-to-population ratios 2.4 times the state average. Seasonal influxes of recreational visitors during national park peak months further strain local capacity.
Funding for trainee placements supports two-to-eight-week mobile screening circuits that must satisfy both state licensing rules and federal land-use permits. Trainees document compliance with Utah’s controlled substance prescribing statutes and file incident reports within 24 hours to the Department of Health.
Applications are scored on submission of a complete federal land access plan and verification that no more than 15 percent of budgeted time is spent on administrative compliance rather than direct patient contact. Priority is assigned to routes serving year-round residents rather than solely tourist corridors.
Utah applications differ from those in neighboring states by mandating a separate rider addressing interaction with tribal lands of the Navajo Nation and Ute Indian Tribe, including explicit consent protocols not uniformly required in Idaho or Nevada filings.
