Utah identifies broadband and device access shortfalls in six rural counties as primary operational constraints for adult tech literacy programs. Unlike Colorado’s statewide digital equity office model, Utah requires each mobile lab operator to maintain separate vehicle registration and fuel tax filings with the Utah State Tax Commission.
