Utah's aging services workforce shortage is concentrated in rural counties where the population over age 65 grew 31 percent between 2010 and 2020, outpacing growth in the certified nursing assistant and home health aide labor pool. Utah Department of Workforce Services data show vacancy rates above 18 percent for these positions in 14 counties outside the Wasatch Front. Licensed clinical social workers serving older adults are further limited, with 11 counties reporting fewer than two such providers.
Transportation infrastructure adds constraints. Many rural Utah counties lack fixed-route public transit, and distances between senior centers and medical facilities exceed 50 miles. Broadband coverage gaps in portions of the Uintah Basin and southeast Utah limit telehealth options that could otherwise offset staffing shortfalls.
Utah network funding for aging services therefore requires applicants to map current provider coverage against Utah's designated rural planning districts and to commit to shared on-call schedules across county lines. Proposals must demonstrate use of Utah's statewide Aging and Disability Resource Connection database for referral tracking and must allocate resources for in-person training events rather than solely virtual formats, given documented broadband limitations. Matching requirements favor in-kind contributions of existing facility space over new hires, reflecting recruitment realities in counties with populations under 20,000.
Utah's combination of rapid rural aging, limited transit, and partial broadband coverage produces distinct workforce coordination requirements compared with states whose older adult populations remain more concentrated near urban centers.
