Utah Veteran Skills Development Target Outcomes

The Utah skills development initiative measures success through documented attainment of certifications in logistics, advanced manufacturing, and information technology fields that align with the state’s dominant defense and outdoor recreation industries. Baseline data from the Utah Department of Workforce Services show that veterans who complete these certifications obtain employment within 90 days at a rate 18 percentage points higher than those who receive only generic job-search assistance.

Because Salt Lake County contains the majority of training providers while the Uintah Basin and Iron County hold many of the target employers, proposals must include transportation stipends or virtual delivery options that accommodate shift schedules common in oil-field services and ski resort operations. Outcome tracking requires collection of Social Security numbers for wage matching through the state’s unemployment insurance database, with results reported at six and twelve months post-completion.

Implementation plans receive greater weight when they demonstrate partnerships with the Utah National Guard’s education office and the Salt Lake Community College veteran services center. Reviewers also examine whether curricula incorporate credit for military occupational specialties already held by applicants, particularly those in supply and maintenance roles. Unlike states with larger manufacturing bases, Utah prioritizes credentials that transfer directly to defense contractors operating under federal contracts at Hill Air Force Base and the Utah Test and Training Range.
