Grant Overview

Utah maintains 140,000 veterans, yet the state’s five VA facilities are clustered along the Wasatch Front. The remaining 42 percent of veterans live in the Uintah Basin, southwestern desert counties, or the four counties designated frontier by the Utah Department of Health. Peer-support programs must therefore address both geographic isolation and the state’s unique demographic profile of 62 percent veteran households headed by individuals under age 45.

Capacity Gaps in Utah

The Utah Division of Substance Abuse and Mental Health reports a 41 percent vacancy rate for licensed mental-health clinicians outside Salt Lake, Utah, and Weber counties. Existing certified peer-support specialists number only 87 statewide, with fewer than 20 located south of Provo or east of Vernal.

Infrastructure Constraints

Broadband access drops below 55 percent in the six southeastern counties. Any peer-counseling model relying on video platforms must budget for cellular hotspots and encrypted offline recording devices compliant with state data-retention statutes.

Readiness Requirements

Applicants must supply a roster of peer counselors who have completed the Utah-certified peer-support training curriculum and maintain current background checks through the Utah Bureau of Criminal Identification. Proposals lacking this roster receive zero points on the workforce-capacity criterion.

Implementation Approach

Funded programs must submit quarterly participation logs that disaggregate data by county and by age cohort. Budgets require line-item allocation for travel reimbursement at the state mileage rate and for encrypted tablet devices. Unlike Colorado applications, Utah requires demonstration of extreme rural delivery capacity due to frontier county designation.
