Utah’s wilderness rescue teams respond to more than 300 incidents per year in terrain where elevation changes exceed 5,000 feet within a 10-mile radius. The combination of slot canyons in the Colorado Plateau and 13,000-foot peaks in the Uinta Mountains produces medical and technical rescue profiles not replicated in neighboring states.
Teams in San Juan, Garfield, and Daggett counties average 11 members and rely on personal vehicles for initial response because dedicated rescue apparatus cannot access many trailheads. Existing training budgets limit annual wilderness-specific instruction to fewer than 24 hours per member.
The grant supports high-angle rope systems, avalanche transceivers with extended range, and helicopter short-haul kits certified for operations above 10,000 feet. Training funds may cover contract instructors from accredited mountain rescue associations.
Utah differs from Arizona and Idaho because its consolidated county search-and-rescue councils require all equipment purchases to receive sign-off from the Utah Statewide Mutual Aid Committee before submission.
Target Outcomes in Utah Wilderness Settings
Applications must project a measurable reduction in average extraction time for incidents above 9,000 feet or inside designated wilderness areas. Baseline data from the previous three years must accompany each proposal.

Implementation Requirements
Awardees must complete a 40-hour wilderness medical and rescue course approved by the Mountain Rescue Association within 12 months of equipment delivery. Annual operational reports must include GPS tracks of actual missions and equipment utilization rates. Equipment must remain under county control and cannot be transferred outside the original search-and-rescue council without state approval.
