Implementation requires applicants to secure written commitments from at least two non-arts businesses, such as bookstores or cafes outside the Wasatch Front, that will provide space at no cost for a minimum of 200 hours annually. Partnerships must demonstrate ADA-compliant entrances and restrooms before funds are disbursed.
Utah differs from Idaho and Nevada by requiring that all partnership agreements reference the state's unique liquor laws when events include any communal food service, and by mandating that workshop calendars avoid conflict with deer hunting season dates published by the Utah Division of Wildlife Resources.
