Utah’s refugee resettlement volume reached 2,840 arrivals in fiscal year 2023, with the largest cohorts originating from Afghanistan, the Democratic Republic of Congo, and Myanmar. Workforce integration data from the Utah Department of Workforce Services indicate that only 34 percent of working-age refugee adults hold employment within six months of arrival, compared with 61 percent of the overall state population. Language barriers and limited prior exposure to U.S. workplace norms contribute to this gap.
Equine-assisted learning programs must address transportation constraints specific to Salt Lake and Cache Valley resettlement clusters, where public transit routes do not extend to the majority of private horse facilities. Eligible projects require documented partnerships with refugee-serving nonprofits that already maintain case-management capacity and can supply interpreters for at least three primary languages.
Facility operators must demonstrate that mounting and ground activities can be adjusted for participants with no prior horse exposure and that sessions incorporate progressive trust-building sequences rather than performance-oriented instruction. Workforce readiness metrics will track participant attendance across a minimum of eight sessions and post-program self-reported comfort with group decision-making tasks.
The program design accounts for Utah’s distinct county-level refugee placement patterns, which differ from Arizona and Idaho because 78 percent of new arrivals are directed to three Wasatch Front counties with constrained stable access. This geographic concentration requires mobile or satellite session models rather than single-site delivery.
